Illinois Medicaid Expansion – SB26/HB106

This is the January 2013 summary of SB26/HB106 by sponsors Rep. Sara Feigenholtz and Sen. Heather Steans of the legislation authorizing the state to fund provide healthcare under Medicaid to about 342,000 low-income uninsured Illinois citizens. In Illinois, the Public Aid Code and administrative rules delineate key aspects of Medicaid eligibility and services (for Medicaid and SCHIP, known in the state as All Kids). Therefore, to provide services to this “new Medicaid” group, General Assembly authorization and rulemaking would be required via this bill. The full title of the legislation was “SB26/HB106: Medicaid Financing for the Uninsured under the Affordable Care Act.”
